* feat(disaggregatedset): coalesce nearby subrole scale requests

* feat(disaggregatedset): default subrole coalescing to two seconds

Update KEP implementation history and trim redundant test setup and assertions while retaining restart, retry, no-churn, and API validation coverage.

* fix(disaggregatedset): limit subrole growth delay to external pools

Only wait when multiple subroles share a pool and at least one uses External scaling. Keep the scaler check in anyExternalScaler, restore the frozen-clock single-subrole regression, and document the narrower scope.

* fix(disaggregatedset): coalesce subrole scaling in both directions

* refactor(disaggregatedset): keep subrole scale windows in memory

* test(disaggregatedset): avoid redundant reconciliation cycles

Keep every coalescing and availability-floor case while stopping synchronous test loops at an unchanged full observation. Preserve per-write safety checks and verify complete assignments before proceeding. Shorten the coalescing documentation and consolidate its KEP history.
