Cut a notch for the traffic lights out of the page card on macOS

The rail of the desktop app on macOS no longer widens to 76px for the traffic
lights. It keeps its 48px and the page card masks a rounded 28px by 40px notch
out of its top left corner, so the lights sit on the chrome. The Sessions
header, the narrow session header bar and the shell terminal clear the notch
via --page_notch_width and --page_notch_height.
