Fix test data dir in generated Python tests (#869)

The generated Python tests live in ``dev/tests/``, but ``TEST_DATA_DIR``
pointed to ``test_data/`` at the repository root, while the SDKs keep
their test data in ``dev/test_data/``. We now generate:

    TEST_DATA_DIR = _REPO_ROOT / "dev" / "test_data"

The Python live test copied the test data to the same wrong location,
which hid the bug. We now copy it to ``dev/test_data/`` as well.
