chore: Lint every project with the SonarCloud rules of eslint-plugin-sonarjs (#579)

* refactor: Fix the Sonar issues of the config package

normalizeConfig delegates each rule entry to normalizeRuleEntry, which
brings its cognitive complexity under the Sonar limit. RULE_NAMES and
RULE_SHORT_NAMES no longer clone the arrays of Object.values, and keep
the same public types. The private full names of the deprecated rules
lose their deprecation tag, which the public keys of RULE_NAMES_MAP keep.
The tests check that a rejected rule entry leaves no key in the
normalized rules, which kills the mutant that the extraction adds.

* chore: Add an agent rule for the SonarCloud issues

The .agents/rules/sonar.md rule loads for the sonar-project.properties
files. No issue is silenced with a sonar.issue.ignore key. An issue on
code that is right as it is gets accepted in SonarCloud with a comment,
once the maintainer confirms, and any other issue is fixed in the code.
NOSONAR, which the rule names, is added to the shared tech dictionary.

The shared ESLint config adds sonarjsConfig, the recommended config of
eslint-plugin-sonarjs 4.2.2 without the 19 rules that the SonarCloud
profile of the projects does not run, and without deprecation,
redundant-type-aliases and todo-tag, whose findings are intentional and
accepted in SonarCloud. Every project that uses the shared config gets it.
no-empty-test-file is off for the RuleTester specs of the plugin and for
the e2e script, which Jest does not run. The intentional findings, the vm
runs of the e2e build tests, the unescaped Handlebars messages, the
social card origin and the imports that only check exports, are disabled
with their reason.
