enable cython free-threading (#1946)

## What do these changes do?

These changes enable Cython free-threading-mode when 3.14t or 3.15t is
being utilized, this will enhance performance of the quoters since
multiple threads should be able to be utilized without any significant
issues.

## Are there changes in behavior for the user?

Other than enhanced performance there isn't really anything worth
mentioning. Perhaps this would at the very most help with projects such
as aiothreading which runs multiple eventloops across different threads
and aiohttp is a pretty common library to pair it up with when higher
concurrency is needed.
