feat: Add option to restore dismissed banners in Preferences (#5454)

* feat: add dismissedBannersAtom for centralized banner dismiss state

* feat: add i18n keys for dismissed banners restore control

* feat: create BannerSettings component with restore button

* feat: add BannerSettings to Settings dialog Other tab

* refactor: migrate FeatureCardBanner to use dismissedBannersAtom

Replace direct localStorage reads/writes with atom-based state management.
Adds one-time migration logic for legacy 'hideBanner*' keys, which are
automatically removed after migration. All banner visibility is now reactive
through the dismissedBannersAtom, supporting both static (Terminal) and
dynamic extensibility banners.

* test: add unit test for FeatureCardBanner legacy banner migration

* test: add integration tests for banner restore in Preferences
