web-flowCA-432792: Tag the mirror leaf VDI through the destination's SMAPI (#7357) After the commit : https://github.com/xapi-project/xen-api/commit/5f74862b4, `receive_start_common` runs on the source host when called through `receive_start3`, with SMAPI bound to the destination host's storage API. The leaf VDI is created there, but its tags were added through Local, the source host's own storage mux, which has no plugin for the destination SR. Every SXM of a tagged VDI to an SR not plugged on the source host, including all cross-pool migrations, failed with `No_storage_plugin_for_sr`. Add the tags through SMAPI, like every other operation on the leaf.
