* CSE environment view: frames keep their places from step to step

The environment view lent to web plugins (the e-stepper's environment pane)
laid out every step afresh, so frames and their data moved as the run went
on. Like the CSE Machine tab (#3594), it now places frames where they are
in a layout of all the run's frames (snapshotWithAllFrames), except while
dead frames are cleared, which closes the gaps (#3603).

* CSE environment view: frames take their kept width before their values are placed

Address review on #4531:
- A frame placed from the layout cache was widened to its cached width only
  after its arrays and functions had been placed beside its narrower width,
  so it could grow over them. Frame now takes the cached width up front.
- The "clearing dead frames closes the gaps" test now has a dead frame to
  clear: a sibling call frame moves into the place of one that returned.
