Add Mockly.Server package with real socket listener mode

Adds mock.StartServer() / StartServer(port), which exposes an HttpMock
over a loopback HttpListener for callers that cannot use an injected
HttpClient (third-party SDKs, other processes). Requests are matched as
if sent to https://localhost/, same as GetClient().
