* fix(base/worker): hand a booted worker to requests queued behind it

* test(base): pin preact in the jsx import source test

The test evaluates a JSX module against an unversioned esm.sh URL and
deserializes the resulting vnode with serde_v8. preact 11.1.0 sets the
vnode's `constructor` to a symbol, which serde_v8 cannot classify, so a
fresh checkout now fails with "serde_v8: unknown ValueType for
v8::Value". Local runs hide this because the test case's deno.lock is
gitignored, and one generated earlier still pins an older preact.
