Release 3.0.1

The build backend pin now allows every uv_build release up to 1.0. The
old upper bound of 0.13 never affected uv itself, which builds with its
bundled backend, but it stopped python -m build and distro packagers
on uv 0.13 until a new release moved the bound. The same change went
into python-utils 4.1.4 after portalocker PR #155 asked for it.

The lock file moves to patched uv, virtualenv, filelock, Pillow,
urllib3, certifi and Django. The 14-day resolver shield stays on, with
an exclude-newer-package date for each of these fixes so the lock does
not slide back on the next relock.

No code under django_statsd changed since 3.0.0.
