build: drop Python 3.10, which reached end of life (#145)

Python 3.10 reached end of life on 2026-10-01 and no longer gets security
fixes, but all seven packages still declared requires-python >= 3.10 and a
3.10 classifier, ruff targeted py310, and README and AGENTS.md told
contributors that 3.10 was enough. Nothing in CI runs 3.10 either: the test
images use Python 3.12.

requires-python is now >= 3.11 in every pyproject.toml, the 3.10
classifier is gone, ruff targets py311 (no lint or format change), and the
docs ask for Python 3.11 or newer. pip on 3.10 keeps installing the last
release that allowed it, and thumbor 7.8 itself still supports 3.10, so a
3.10 deployment is not broken, it just stops receiving plugin updates.
