Save a report's config on its data source by default in `flexmeasures add report` (#2764)

* Save a report's config on its data source by default in `flexmeasures add report`

Without the config, reports computed under different configs share one source, and a stored report cannot be traced back or computed again with `--source`.
The API, automations and `flexmeasures add forecasts` already save it; `--no-save-config` opts out.

Closes #2763
