Trim apt recommends and raise the development-version job timeout (backport #425) (#426) * Trim apt recommends and raise the development-version job timeout (#425) The development version tests fail intermittently but often enough to matter -- of order one run in ten. The BLAS/MPI install step below sometimes costs an extra half hour, because the Azure Ubuntu mirror serving the runner's region is degraded and the tens of MB of packages here crawl. One run showed both ubuntu jobs in the same region degraded together, which rules out a single sick VM. There is nothing to configure around this. apt's Acquire::http::Timeout governs inactivity, and the connection is never idle, just slow by some three orders of magnitude. So raise the ceiling to 90 minutes. A job in the affected run still finished within the hour under the degraded mirror, so the work fits if given room. Also pass --no-install-recommends wherever these packages are installed. That drops a dozen unused packages, including Fortran coarrays and manpages-dev. It barely shrinks the download, since the ROCm and OpenCL libraries that dominate it are hard dependencies of libopenmpi40, but there is no reason to install them.
