ci: build and test on Windows

Adds windows-latest to the Go workflow, with bash as the shell so that the
GOOS=js wasm build works, and the wasm written to RUNNER_TEMP since Go does
not take /dev/null as the null device on Windows.

.gitattributes checks text files out with LF on all platforms: the coverage
test compares the generated docs byte for byte, and tests patch testdata MPDs
with strings.Replace. The schema files in schema/xsd stay as published, two
of them with CRLF.
