per #3397, fix packaging and CI issues for 13.0.0 release (#3398)

- quote scikit-learn version spec in 13.0 installation script
- fix PATH in 13.0.0 ursa modulefile to point to conda env bin directory
- declare Apache-2.0 license in pyproject.toml to match LICENSE.md
- pass update_reference_branch inputs through env and expand date/branch in change log entry
- request 100 jobs per page when checking for error logs in testing workflow
- add python-dateutil to conda recipe run requirements and set -ex before first command in build.sh
