* Use ruby 4.0.9

* bundle install in webhook/src

* add base64 in the webhook Gemfile because of:

/home/circleci/bibdata/webhook_monitor/src/index.rb:4: warning: base64 used to be loaded from the standard library, but is not part of the default gems since Ruby 3.4.0.
You can add base64 to your Gemfile or gemspec to fix this error.

* Add logger in webhook gemfile
