Test minimum versions of dependencies in CI (#52)

Add a Downgrade job that resolves every declared dependency to the
minimum version its compat bound allows, then runs the test suite
against it. This catches compat lower bounds that are stated but never
exercised.

This mirrors the job added to Qiskit.jl in Qiskit/Qiskit.jl#75, with two
differences for this repository:

- Dates joins Libdl and Test on the skip list, since downgrading a
  stdlib compat entry is meaningless here.
- The Aqua stale-deps ignore list is just [:Aqua]. Qiskit.jl also needs
  :Unitful, which this package does not depend on.

julia-downgrade-compat promotes Aqua from [extras] into [deps] to pin its
minimum, which Aqua's own stale-deps check then reports. The
QISKIT_DOWNGRADE_CI environment variable scopes that exemption to the
downgrade job, so a genuinely stale dependency still fails normal CI.

Verified locally by pinning each compat entry to its lower bound: all
dependencies resolve to their minimums (Compat 3.47.0, CEnum 0.5.0,
Qiskit 0.6.0, qiskit_ibm_runtime_jll 0.39.0, Aqua 0.8.14) and the suite
passes. Confirmed the stale-deps exemption is load-bearing: without the
environment variable, Aqua fails on exactly one promoted dependency.
