Run linters on Python 3.14 (#2007)

## What do these changes do?

Moves the linter and docs CI jobs, and the Read the Docs build, from
Python 3.12 to Python 3.14. Sphinx 9.2.0 requires Python 3.13 or newer,
so the docs jobs in #2004 fail to install it under 3.12.

## Are there changes in behavior for the user?

No.

## Is it a substantial burden for the maintainers to support this?

No.
