Let an empty ListBox skip the focus, opt-in (#1520)

* Let an empty ListBox skip the focus, opt-in

A ListBox, a ScrollBar and a Scrollable always report themselves selectable,
so a container moves the focus into an empty list and leaves the user nowhere
to act; downstream code overrides selectable() or flips _selectable to avoid it.

- ListBox(..., focus_when_empty=False) is not selectable while its body is empty.
- ScrollBar and Scrollable take delegate_selectable=True to report what the
  wrapped widget reports; off by default, since a widget that is not
  selectable could then no longer be scrolled by keys.
