Reintroduce and fix flaky `test_noise_learning_with_noise_injection` (#3526)

### Summary
`test_noise_learning_with_noise_injection` was discovered to be flaky
and through investigation the reason is most likely due to sampling
effects. Rather than increasing the number of shots which will slow down
the test we instead set the tolerance in a way to capture the standard
error based on the total number of shots (i.e. `shots_per_randomization
* num_randomizations`)

Verified by running `test_noise_learning_with_noise_injection` 1000
times
