* feat: allow renku jobs to run on spot instances

* feat: add preemptible flag to resource classes

* feat: add a preemptible priority class for pools without a quota

* feat: set the preemptible priority to -5

-10 is exactly the default cluster-autoscaler expendable-pods-priority-cutoff.
-5 keeps preemptible pods below placeholders and sessions, with a margin above
the cutoff so they still trigger a scale-up.

* reword the preemptible flag description

* feat: label session and job pods with the preemptible flag

* reword the preemptible flag and move priority values to constants

* put the preemptible migration after the ssh keys migration

* do not create the preemptible priority class at session start or patch

* allow preemptible resource classes only in pools with a quota
