Stop the test GC worker from blocking on sibling processes

Every worker held a shared lock for its whole run and the 1-in-101 collector
took a blocking exclusive lock, so it stalled until all siblings exited.

The collector now tries a non-blocking exclusive lock and purges the temp dir
only when no other worker is running, otherwise it carries on. Workers then
take the shared lock and only create their dirs afterwards, so a live worker's
dir can never be purged. Garbage collection is also attempted whenever the
base dir holds more than 200 subdirs, not just on the lottery.

Where the test Environment used Nette\StaticClass, it now has a private
constructor instead.
