Pull #428

fix: strip non-ASCII bytes in Base64Cleaner

Base64Cleaner looked bytes up as buf[i]&0x7f, so about half of the bytes
>= 0x80 were classified as base64 characters and passed through. The
decoder then failed and the whole part lost its content (e.g. a UTF-8
NBSP in a base64 body). Treat every byte >= 0x80 as invalid, like other
junk bytes: strip it and record a warning.
