* fix(progressbar): improve initial animation rendering to prevent overshooting values and ensure smoother transitions in Safari

Manual port of #17874 to the 21.2.x theme layout.

* fix(progressbar): transition the value with @starting-style instead of a reveal animation - 21.2.x

Port of the review changes on #17874: the reveal keyframes and the value transition ran on separate clocks and multiplied, so a value change during the initial animation still overshot. The bars now only transition the registered --_progress-whole number and use @starting-style for the first render, so the initial fill and later value changes share one transition. Drops the --_progress-reveal registration, the igx-initial-reveal keyframes and the variant-level animation declarations, and adds tests that change the value mid-animation.
