refactor(cloudflare): reduce submitChanges cyclomatic complexity (#6853)

* Reduce complexity of Cloudflare submitChanges

Extract per-zone logging and the dry-run/live submission paths
into logZoneChanges, submitRegionalHostnameChangesForZone and
submitLiveZoneChanges. Pure statement moves, no behavior change.
