feat: Stop one of a tenant’s pools (#1242)

Second half of POOLER-892: kill a pool picked from the list.

| `204` | Pool stopped |
| `202` | Still shutting down when `timeout` ran out; it finishes in the
background |
| `404` | Not one of the tenant's running pools (stopped, restarted,
another tenant's, not a pool) |
| `422` | `pid` doesn't decode, or invalid body |
| `503` | The pool's node is unreachable |

- The stop is graceful. `timeout` (default 15s) only bounds the wait.
- The `pid` is checked against `TenantSups` on its own node (`:erpc`),
so a stale or foreign
  pid can't stop anything else.
- `SupavisorWeb.PoolPid` encodes/decodes the `pid`; decoding is
`[:safe]`.
