one-shots: client-wide one_shot_timeout (#1095) (#1113)

ClientBuilder::one_shot_timeout bounds every one-shot (request-id and
shared) with Error::Timeout; cancellable ones cancel at TWS. Unset keeps
today's behavior: request-id unbounded, shared 30s.

Deadline taken once outside retry_on_connection_reset, so it bounds the
whole call, incl. the shared 30s default. check_deadline runs before each
attempt sends, so a reconnect outlasting the deadline sends nothing.
Historical fetch shares one deadline across both frames. Drops the
test-only *_within helpers; MessageBusStub::with_reconnect_delay pins
the resend paths.
