refactor(cli): use GetCLIClient and add tests for auth delete (#6986)

Migrate minder auth delete from cli.GRPCClientWrapRunE to cli.GetCLIClient with PreRunE flag binding. Add unit tests for successful deletion with golden output, non-existent user handling, server error propagation, and missing/malformed credentials.
