Route: added Route::Method to restrict route to specific HTTP methods WIP

The API is not settled yet, the UX is problematic:
- in nette/application the method can be set only with the array form of
  metadata; the short form 'Presenter:action' has no place for it
- URL generation ignores the method, so a non-GET route can become the
  canonical URL of a page it never serves unless routes are ordered with care
