fix: quoted-printable encode text with lines over 998 characters

selectTransferEncoding picked 7bit for any ASCII content, whatever the
length of its lines. RFC 5322 (2.1.1) limits a line to 998 characters
and SMTP (RFC 5321 4.5.3.1.6) to 1000 including the CRLF, so a text or
HTML part with a longer line, such as minified HTML, was sent as is,
and relays rewrap or reject such lines.

Content with a line longer than 998 characters is now encoded as
quoted-printable, which wraps lines at 76 characters and decodes back
to the same bytes.
