fix: close the pending review request after a first on-chain approval

The approval flow only approved the collection's pending curation when
the collection was already approved on chain. On a first approval the
curator is assigned right before the flow starts, which opens a pending
curation, and that request was never closed: the collection stayed
"under review" for builder-server and creators-website while this app
showed it as published and synced.

The curation step now runs after the on-chain approval as well, so a
first approval closes the request the same way a re-approval does.
