feat(compiler): add `compile_program`, compiling a caller-built Oxc program (#4290)

`compile` with the parse step split off, for frontends that build an Oxc
AST instead of source text. The back half of `compile_inner` (the
requireImportSource gate, coverage pragmas, the generate back ends and
codegen) moves into `compile_lowered`, which the JSX route, the TSRX
route and `compile_program` all reach. `source` must be the program's
`source_text`, so spans and source maps land on authored positions.

Additive: `compile` and the Node `transform()` produce the same output.
