* fix(tooltip): center the arrow on the anchor on the first show

The tooltip arrow is a CSS border triangle that its side part sizes. The
native position strategy measured the arrow before it set that part, so
the first show centered a 0px-wide arrow and drew the real one half its
width off center. It now sets the side part first and then measures.

The floating strategy is not affected: its autoUpdate positions again
right after the first position, with the part set.

The fallback strategy measured the arrow in the floating-ui `arrow`
middleware before it set the side part that gives the tooltip arrow its
size. The first show came out right only because autoUpdate positions
again. A change of the placement axis while open, such as right to
bottom, left the arrow off center. The strategy now sets the requested
side before computePosition. It keeps a flipped side part, because a
flip does not change the axis.

The specs use getCenterPoint, and the tooltip arrow spec waits only for
show(). A new popover spec covers the axis change in both strategies.
