Add a traceable reinforce_log to Results (#743)

Results.reinforce_log records, for every reinforcement measure, which component violated which limit at which time step and load or feed-in case, and which equipment change and cost that caused, one row per pair of violation and changed component. reinforce_grid writes it at every step that writes equipment_changes, including the parallel lines after a diverging split and the LV grid separations in enhanced_reinforce_grid (trigger non_convergence), logs one INFO line per violation and a cost summary per run, and can be switched off with log_reinforcement=False. Earthworks of a line are charged once over all runs, so the log's costs add up to grid_expansion_costs. check_tech_constraints keeps the signed voltage deviation to tell over- from undervoltage.
