Keep the licence fetch date, but skip writes when only the date changed

The fetch date stays in the generated headers as human provenance: it
shows when the data last actually changed. license-update.sh now compares
each composed file against the committed one with the stamped date
blanked out on both sides and only replaces the file when the remaining
content differs, so a make run that merely re-fetches unchanged SPDX data
leaves the tree clean.
