feat(deps): default --target is major

`rman deps` now offers a move across a major by default - the largest size the
version scheme has. `--target minor` for one run, or `.rmanrc "deps.target": minor`,
keeps every dependency inside its major as before.

The rules that matter for a major still apply whatever the target: a dependency's
peer ranges, the running Node and the package's engines.node, and under -u the
package manager's own resolver.
