Fix CLI workflows and binary salt handling (#13)

Fix client callbacks, registration presets, and help command names. Derive binary verifiers from the exact salt bytes returned to clients while preserving Hex/Base64 behavior.

Add regression tests, migration notes, and IDLE agent instructions. Record changelog entries with makeapp.

Verified with ma tests on Python 3.10 and 3.12: 39 tests passed. Refs #13.
