Fix Windows CI, build the macOS app in CI, add MIT license

- Tests: run the test step under bash on every OS. Windows' default
  PowerShell split -coverprofile=profile.cov at the dot and passed
  ".cov" to go test as a package.
- TestBothSizes expected on-disk sizes in whole 512-byte blocks, but
  Windows has no block counts and uses the apparent size; check each
  case by whether the platform reports blocks.
- New "macOS app" workflow: builds gui/ with xcodebuild (Release, no
  signing) on macos-latest, with Go set up for the bundled CLI.
- Add the MIT license and drop the Go Report Card badge.
