* fix(opf-julia): read the storage flag of network nw in variable_line_loading_max

variable_line_loading_max built ll over the non-storage branches of
network nw, but looked the storage flag up in network 1. It now reads it
from nw. No effect in production, where the function is only called with
nw=1 and the flag does not change between time steps.

While at it, the default start value of ll is now its lower bound 1
instead of 0, which lay below the bound.

Tests: the @test_broken for the storage flag is a regular test now and
also checks network 1; the start value test expects the default 1.

Defect 14 in FUNCTION_COVERAGE.md is marked as fixed.

Closes #808.

* docs(opf-julia): update the test suite status after the #810 fixes

The status line of FUNCTION_COVERAGE.md was deliberately left untouched on
the #810 branches. With #818, #819, #820 and #821 on dev, the full suite with
a Gurobi licence reports 3620 passing assertions, 6 @test_broken and 0
failures, and line coverage of src/ is 902 of 902 lines.
