Add content-versioned asset URLs and reliable static revalidation

Provide an asset_path template helper with content fingerprints, mount-aware routing, and explicit missing/invalid asset errors. Add content ETags and configurable static cache headers without trusting normalized deployment timestamps.

Document CSS dependencies and safe cache policies. Cover unchanged-mtime replacements, conditional requests, existing response behavior, and a real browser reload without clearing its cache.
