Guard performance with Duel benchmarks

Add Duel benchmarks in duel/ that compare each pull request with
master and fail when it makes OmniAuth slower. They call the
middleware directly with Rack::MockRequest envs: the pass-through path
for requests that aren't for a strategy, OmniAuth::Builder with five
providers, the request and callback phases, building and reading the
AuthHash, and the authenticity token check.

The Perf workflow runs them on pull requests, on pushes to master, and
nightly against the last release. Duel requires Ruby 3.4 or later, so
the Gemfile and the Rakefile load it only there.
