* feat(api): allow per-TrainJob schedulerName overrides

Expose schedulerName through RuntimePatches without changing shared runtimes or adding scheduler-specific controller logic. Include validation, generated APIs, documentation, and regression coverage.

* fix(api): align schedulerName patch validation and tests

Apply the immutable-field CEL rule used by serviceAccountName, regenerate the CRDs, consolidate scheduler coverage into the existing RuntimePatches table case, and document the podGroupPolicy interaction.
