GH Actions: update for the upcoming release of PHP 8.6

... which is expected on November 19, 2026.

* Builds against PHP 8.6 are no longer allowed to fail.
* Add _allowed to fail_ build against PHP 8.7.
* Minor simplification in the build steps (removing one step in favour of a conditional `with` input).
