fix(sponsors): keep cancelled sponsors listed through their paid period (#5678)

* fix(sponsors): keep cancelled sponsors listed through their paid period

Open Collective marks a recurring order as cancelled immediately, even when
the current period has already been paid. Keep such sponsors listed until the
paid period ends.

This restores ScrapingBee, whose $250 October contribution was charged on
Oct 2 before the order was cancelled on Oct 7, and uses the tracking URL they
asked for.

Advancing a charge date by a month or year now clamps the day to the end of
shorter months (Jan 31 + 1 month is Feb 28, not Mar 3). If an account has
several cancelled orders still in their paid period, only the most recently
charged one is listed.
