ci: disable major @types/node updates with the official helper

The `@types/node` entry in `packageRules` only declared match conditions
(`matchDepNames` / `matchPackageNames` plus `matchUpdateTypes`) and no action.
Renovate treats a match-only packageRule as a no-op, so major `@types/node`
updates were still proposed and the rule never changed any behaviour.

Replace it with the official `helpers:disableTypesNodeMajor` preset, which
disables major `@types/node` updates while keeping minor and patch updates.

Renovate configuration only; no source, dependency or lockfile changes.
