* ci(lint): guard webhook provider packages against the Kubernetes client stack

Webhook providers import endpoint, plan, provider and provider/webhook/api.
Deny the imports that pull client-go and controller-runtime into them.

* ci(lint): check webhook provider deps transitively instead of depguard

depguard only sees the direct imports of the files it matches, so a
client-go import reached through any other package slipped past it.
Run go list -deps on the webhook-facing packages in the lint workflow
instead, and drop the depguard rule and its hand-kept file list.
