build: keep the ruff 0.16 import aliases under ruff 0.17

Ruff 0.17 added `datetime = "dt"` to the default ICN001 aliases, so lint
fails on eight `import datetime` lines once uv's 14-day exclude-newer
window admits it. Renaming them would remove the `datetime` attribute of
`python_utils.types`, which is kept for backwards compatibility, and of
`python_utils.time` and `python_utils.formatters`.
