fix(build): build releases with the CI Go toolchain, now 1.27.3

Releases were built with Go 1.26.0, because release.yaml installed Go
from go.mod's `go` line. That line is the minimum language version,
not a toolchain pin. The v0.5.0 binaries embed go1.26.0, and
govulncheck -mode=binary finds 46 standard-library vulnerabilities in
them, including GO-2026-6809: the crypto/x509 intermediate-CA block
added in go1.27.3 and go1.26.10.

release.yaml now reads the version from hack/golang-version.sh, as
golang.yaml already does, and fails if that comes back empty. The
Dockerfile, which the script reads, moves to golang:1.27.3-bookworm,
so CI, the image and releases all build with go1.27.3.
