fix(ci): run docs-check on Ruby 4.0

`ruby-version: '3.5'` only ever resolved to 3.5.0-preview1, because
Ruby 3.5 was released as 4.0. ruby-builder ships that preview for
ubuntu-24.04 only. Now that ubuntu-latest is ubuntu-26.04,
ruby/setup-ruby fails with "Unavailable version 3.5.0-preview1", so
docs-check fails before mdl runs.

Pin the released 4.0 line, which has an ubuntu-26.04 x64 build. mdl
0.13.0 installs and lints all 25 docs cleanly on Ruby 4.0.9.
